Like any pill E is mostly filler; a relatively small amount of drugs is combined with a larger amount of some binding agent (and maybe some dye) and then that concoction is pressed into pills. Red and white sparkles don't really mean anything, and are most likely an intentional or unintentional side-effect of the process of making the pills.

Any illicit drug is almost certainly cut with something. I would not be overly concerned; it it probably inactive binding agents.
